To obtain background knowledge of communication in social services departments as a pointer to information needs. &lt;i&gt;Structured observation&lt;/i&gt; was the method employed, each &lt;i&gt;information event&lt;/i&gt; being recorded on a partially pre-coded edge-notched card.
