Title:	The German industry during the war from 1939 to 1945
Description:	„The German institute for economic research published a study in 1954 which basically was already concluded nine years before. It is based on experiences the institute made during the war in a commissioned work first for the Reich´s ministry of economics and then for the planning department. A manuscript from that time has been preserved, that was mainly designed by the then chief of the industry department, Dr. Rolf Wafenführ… For a long time the study was considered as lost” (from the preface of Ferdinand Friedensburg, president of the German Institute for economic research, November 1954). During the invasion of the allied troops in Berlin the manuscript was taken by an American economic officer and later given to a small University in the United States. In this way it was possible to obtain again the draft of the original work and to prepare the publication. The original composition was brought in a systematic order and it was undergone by a critical scientific inspection. The investigation of Rolf Wagenführt pursues primarily a reporting task, “to show the up and down of the German industry production, especially of the defense production in the years from 1939 until 1945” (Wageführ, R., a. cit., S. 128). The work is divided in five sections. I. The German industry before the outbreak of the war; II. Peace like war economy 1939 until 1942; III. The Speer era; IV. The breakdown; V. Attempt of a preliminary valuation. The present work tries to show which industry forces were available for the belligerent German Empire, therefore the investigation considers always the relevant territory of the Empire. In addition, it was attempted whenever possible, to give an idea of the magnitude of important statistics for the narrower territory of the German Empire. The detailed statistics in the appendix are divides in six sections: (A) workforce; (B) investments; (C) raw and basic materials; (D) consumers goods; (E) defense production; (F) industry production all together. The particulars concerning the war production bear upon the production of “Großdeutschland” (Great Germany); which means that it also includes the production of the occupied territories. Chapters I. to IV. include data about the single periods of the Third Reich, that are shown in the tables G. –to– I. Sie beruht auf den Erfahrungen, die das Institut während der Kriegsjahre in seiner Auftragsarbeit zunächst für das Reichswirtschaftsministerium, dann für das Planungsamt gesammelt hat. Aus jener Zeit ist ein Manuskript erhalten geblieben, das in der Hauptsache der damalige Leiter der Industrieabteilung, Dr. Rolf Wagenführ, entworfen hatte … Die Arbeit galt lange Zeit als verschollen“ (aus dem Vorwort, von Ferdinand Friedensburg, Präsident des Deutschen Instituts für Wirtschaftsforschung, November 1954). Das Manuskript war bei dem Einmarsch der alliierten Truppen in Berlin von einem amerikanischen Wirtschaftsoffizier übernommen und später einer kleinen Universität in den Vereinigten Staaten übergeben worden. Auf diesem Wege gelang es, den Entwurf der ursprünglichen Arbeit wieder zu beschaffen und die Veröffentlichung vorzubereiten. Die ursprüngliche Zusammenstellung wurde in eine systematische Ordnung gebracht und einer kritischen wissenschaftlichen Sichtung unterzogen. Die Untersuchung von Rolf Wagenführt verfolgt in erster Linie eine berichtende Aufgabe, „das Auf und Ab der deutschen Industrieproduktion, insbesondere der Rüstungsendfertigung in den Jahren 1939 bis 1945 zu zeigen“ (Wageführ, R., a. a. O., S. 128). Die Schrift ist in fünf Abschnitte gegliedert. I. Die deutsche Industrie bis Kriegsausbruch; II. Friedensähnliche Kriegswirtschaft 1939 bis Ende 1941; III. Die Ära Speer; IV. Der Zusammenbruch; V. Versuch einer vorläufigen Wertung. Die vorliegende Arbeit versucht zu zeigen, welche industriellen Kräfte dem kriegsführenden Deutschen Reich zur Verfügung standen, daher wird in der Untersuchung von dem „jeweiligen“ Reichsgebiet ausgegangen. Daneben wurde nach Möglichkeit versucht, auch für die engeren Gebiete des Deutschen Reichs eine Vorstellung von der Größenordnung wichtiger Statistiken zu geben. Die detaillierten Statistiken in dem Anhang sind in sechs Abschnitte unterteilt: (A) Arbeitskräfte; (B) Investitionstätigkeit; (C) Roh- und Grundstoffe; (D) Verbrauchsgüter; (E) Rüstungsproduktion; (F) Industrieproduktion insgesamt. Die Einzelangaben über die Kriegsproduktion beziehen sich auf die Erzeugung für „Großdeutschland“, schließt also auch die Fertigung in den besetzten Gebieten mit ein. Die Kapitel I. bis IV. enthalten zahlreiche Daten zu den einzelnen Perioden des Dritten Reiches, die hier als G. – bis – I. – Tabellen aufgenommen wurden.
